Empowering America's Children for the 21st Century

     Computers for Learning, a Federal program established by Vice President Gore, is designed to streamline the transfer of surplus Federal computer equipment to schools and nonprofit educational organizations, giving special consideration to those with the greatest need.

Our economy is at a crucial turning point. By the year 2000, an estimated 60 percent of new jobs in America will require advanced technological skills and computer know-how. Computers for Learning will place hundreds of thousands of computers in our nation’s classrooms and prepare our children to contribute and compete in the 21st century.

Who is Eligible to Participate?
A school is eligible to receive donations through the Computers for Learning Program if it is a public, private, parochial, or home school serving pre-kindergarten through grade 12 students. An educational nonprofit is eligible if it is classified as tax-exempt under section 501(c) 3 of the tax code and serves pre-kindergarten through grade 12 students.

Special consideration for computer donations will be given to schools and educational nonprofits located in a Federal Empowerment Zone (EZ) or Enterprise Community (EC). Established by law in 1993, EZs and ECs were designed to create self-sustaining, long-term economic development in areas of pervasive poverty and unemployment. You can determine whether your school or educational nonprofit is located within an EZ or EC at the Federal government Web site www.ezec.gov.

Web Site and Toll-Free Hotline
Eligible schools and educational nonprofits can receive surplus Federal computer equipment by following four simple steps: Register, receive notification, accept the donation, and pick up or ship the computers.

The Computers for Learning Web site at www.computers.fed.gov allows schools and educational nonprofits to register quickly and easily to request surplus Federal computer equipment. A technology tutorial is provided that includes examples of how to create an overall plan for addressing computer needs and how to assess the suitability of available computer equipment based upon school or organization needs.

The Web site also includes information on how to find assistance if computers require upgrading and how to contact volunteers with technical computer knowledge. If a school or educational nonprofit does not have the ability to register on the Web site, it can register by calling the toll-free hotline at (888) 362-7870.

Federal agencies will use the Web site to donate computers based upon indications of need, including whether a school or educational nonprofit is located within an EZ or EC, its computer-to-student ratio, the number of computers already connected to the Internet, and the percentage of students receiving subsidized lunch assistance.

You can pick up the computers from the donating agency yourself, or contact a member of the Computers for Learning Partnership to make arrangements for shipping.

Free Shipping
The Computers for Learning Partnership was formed to transport donated Federal computers free of charge from Federal agencies to classrooms. Partnership members include many major firms that have committed to donate their time, resources and available space. Schools and educational nonprofits can arrange for this free shipping by contacting a member of the Computers for Learning Partnership.
